Duchess of Cornwall now a Dame Grand Cross of the Royal Victorian Order

The British Royal Family's official website announced that Queen Elizabeth II has officially appointed Camilla, The Duchess of Cornwall, a Dame Grand Cross of the Royal Victorian Order. Does this put the duchess a step closer to becoming Queen?
